Our Programs

During its 40 years of service to low-income O'ahu residents, the need for a holistic approach to helping clients overcome the ravages of poverty has become evident. There is no "one-size-fits-all" solution. There is no one area in a client's life that will fix all his/her problems. The method that has proven the most successful has been the cumulative result of improvements in various facets of the client's life. For that reason, HCAP uses a wide variety of programs to optimize the services provided each client.

HCAP's five neighborhood-based district offices provide: family development-case management, crisis intervention, community leadership development, and other general assistance. They facilitate the distribution of publicly and privately donated goods and services providing many basic necessities which are essential to the subsistence and well-being of O'ahu's economically disadvantaged residents.

These programs include: the Federal Surplus Food Distribution, Weatherization Assistance and Low-Income Home Energy Assistance Program (LIHEAP), which provides energy crisis intervention. Other programs include agricultural training and an HIV and substance abuse prevention demonstration project for Waianae youth. Programs also emphasize volunteerism and organizational development to facilitate community action among low-income neighborhood groups.
