Program Description:

The Weatherization Assistance Program (WAP) can help low-income households reduce their energy consumption and costs. This is achieved through a home energy audit plus household-specific energy efficiency tips and education, and a selection of cost-effective energy efficient measures. Some of those measures may include high-efficiency faucet aerators & shower heads, compact fluorescent lighting (CFL) or Light Emitting Diode lighting (LED), and/or an energy-efficient solar water heater, all provided free of charge.

The HCAP Weatherization Assistance Program prioritizes services to seniors (60 and older), families with young children (19 and below), people with disabilities, households with high energy usage, and families experiencing a high energy burden.

Program eligibility is income-based. Families with at least one household member receiving Temporary Assistance for Needy Families (TANF) benefits and/or Social Security Income (SSI) benefits are automatically eligible. Households that participate in a HUD program and/or the Low-Income Home Energy Assistance Program (LIHEAP) are also automatically eligible.

HCAP partners with the U.S. Department of Energy and the Hawaii State Office of Community Services to implement the Weatherization Assistance Program (WAP).
